I do not see on sdat database map that storm pond is charted for rockburn commons.. that pond is adjacent to or part of a BGE right away they cut. They just came through and 'mowed' down the overgrowth off rowanberry and through Greenfield.
That area that you referenced with the red dot on the map is a field in front of the townhouses.. the second rockburn commons in sdat is the field behind the townhouses on greenfield. There is no ownership for the area of the pond referenced in that database that i can see..and i may be wrong. I know the rockburn commons community assoc for the townhouses would not be responsible for the pond area...and condo rockburn assoc should not be either.
On this reference you provided...it is page 901 and #7458 on the map for the area in question.
Sorry to throw my 2 cents in but it does not seem as either assoc would be responsible for the stormwater area

Are you sure it is an HOA lock? As an owner in the building next to the pond, I know that the HOA doesn't want anything to do with that pond.
However if you want to confirm, you can contact the manager, Meghan Aldrich at meghan@vnmgmtinc.com
It is a county pond and the HOA has no business locking it, so cut the lock off and clean it out. Put a Howard County lock on it.
