The owners of the two properties on each side of this location habitually place the wrong types of trash out at the wrong times and do it pretty consistently. Maybe a fine would help them learn the day of the month, Tuesday, and which months for which type of trash, odd numbered months for tree/yard waste, even numbered fo junk waste.
