Public Works pickup truck #39724 was seen driving dangerously on Katy Freeway near the West Loop. the driver changed lanes into my lane without looking, causing me to have to slam my brakes. when I pulled up next to the driver I saw that he was talking on his cell phone, which he was holding in his hand while talking on speakerphone. I also noticed that the driver's seat belt was buckled, but that it was run behind his back and he was simply sitting on top of the seat belt rather than wearing it. I called 311 to report this and was transferred to HPD who told me to contact public works. I called public works around 11:25 a.m. today and was transferred back to 311. I hope that you will take this complaint seriously.
