Overcrowding is a strange way to put it, but TABC has very specific regulations, as does the city of Houston - and for good reason. It is a bar. That's the point. I work in the industry, and violations of those rules can (and should) risk your establishment's license. You can't pick and choose which rules you want to follow and which ones you'd rather not. If we want folks wandering around with open containers in public, that's fine, but that's what ballot initiatives are for. Or head to Galveston.
Reporting it online to 311 is also a little odd. It's really a matter for TABC and/or the local police to stop in and have a quiet word with the bar owner and make certain they are aware they are risking their business by not following/enforcing the rules everyone else does.
