It was broken during recent sewer maintenance/drainage. We've closed it several times but anytime someone drives over it, it comes off.

Backyard ground level (towards the fence) is uneven causing a large pool of water to remain stagnant on my property (as well as the side neighbors) every time it rains. Their drainage should slope to the front of their house, to THEIR front side of the street on Hickok - to THEIR ditch. It shouldn’t drain to my backyard. Their backyard is currently sloping down to my house. If they could level it or slope it to the front that would be appreciated. My house drains to my ditch in my front yard on Tavenor. When we built our house, the inspector would not let us pass unless the drainage/land level was corrected in that manner. I ask the same of the neighbor building their new house behind ours.
Every time it rains, the stagnant water causes a mosquito infestation.
