I am a resident of Howard County with serious water drainage issues at my residence at the roadway and backing up into my yard. We have issues with underground springs in the area and it seems that new drainage was put in starting at my neighbors house and going all the way up the hill but nothing was done at the bottom of the hill where my home is.
