Guest,
The city does have limited resources, but it isn't a dumb machine. They do not go and resolve the first issue that comes in. The ticket is assigned to a department, and then prioritized to be resolved. Most of the issue take months. To help them I always try to include a picture of the issue. The image gives them a clearer idea of what they need to fix, and the relevance
You, and all the other aliases you are using, to comment on all my posts, seem to be especially angered about the tickets about boulders on the right of way. If the city does not enforce it's right of way, it will forfeit it. A home owner has many other ways to accomplish the same goal. Landscaping is a great way to make people more conscious of where they park or if the owner does not want parking on their street, they can request it. A rock's only purpose is to damage someones property.
It seems to me perplexing how you seem to think that "chasing down sign" that are off center, is a wrong thing to do. As someone else mentioned, we just recovered from a flood. Since most of these signs are next to open ditches, the water has shifted them. Fixing them now, instead of when you have an emergency, after the next flood, and someone barrels thru an intersection where a stop sign used to be, seems to me appropriate.
To answer your question, yes I would report parking improperly. I do not think you should be allowed to park on the sidewalk, in front of a stop sign and blocking a fire hydrant.
I believe the troll here is you. Your intent in posting is not to further induce people to communicate more of their issues. It isn't to complain that this is a stupid rule. It is merely to belittle me. All I have done is report to the city a code violation. If you dislike the rule, talk to your councilman/woman and get the municipal code changed. In the mean time I will continue filling issues, with new vigor.
I certainly have too much time, that is why I took the time to respond to your post. I see you also seem to have of a lot of free time, so why don't you file a few tickets of then?

Curiosity has me here... do Kondist and Cpt.America know each other or are y'all just sticking up for one another cause you can?
Also, those rocks you reported are more than likely there to protect the baby trees someone has planted in hopes that they become mature trees. People are known for getting distracted in some way or another while driving and have run down larger trees before, it's smart to protect the things that are unable to protect themselves, like baby trees.
It may be the law to not place things within the public ROW, or whatever the reason you are reporting large rocks near roadways, but really... is it that important that someone has to report the rocks placed to protect baby trees?

The rocks are still there to protect the trees. They are just closer to the tree they intend to protect, and further way from the ROW.
When people place a rock that far out, it is usually to prevent people from parking there, like you can see if you keep going West on W 14th Street. If they had put bushes like their neighbors did, see pic, I would not have anything to report.
