Description

Richmond East bound, left lane, there are 2 manhole covers. The westward cover is sunk about 2+ inches below pavement creating a pothole like hazard as evidenced by the rubber tire marks on the edge. Manhole cover elevation must be raised to be level with the pavement...just like the other cover next to it.
