Richmond West bound, right lane. The manway cover is sunk about 2+ inches below pavement creating a pothole like hazard as evidenced by the rubber tire marks on the edge. Manhole cover elevation must be raised to be level with the pavement. Street rebuild contractor tried to compensate for difference in elevation by sloping the pavement but it didn't work. Instead it created a severe pothole effect.
