Description

There is a dog present at a duplex that has been tied to a rope and left to its vices outside. Im not sure how often its been fed or watered. Also there is an elderly woman who is supposed to be the owner and from the looks of it doesn't have the proper ability to care for this animal. On another note this animal barks all day and night at its owners door as they ignore and keep it tied. It also looks as if the dog is injured as well.
