Happens all hours. Some pedestrian lights at the other corners are red at all times too.

Q. What is your area of concern?

Q. Why is this a concern?
A. The pedestrian signal at the northwest corner of Rusk/Main is stuck with the RED HAND at all times... also, the traffic signal that is at the south west corner facing east shows the same light at the CROSS TRAFFIC ... so there are 2 green lights going opposite directions. I think the sign needs to be physically turned. It's just all jacked up at this intersection.
